Negative V output: if positive V is input using 3 terminal regulator

Question:

For a 3-terminal regulator, can a negative voltage be output when a positive voltage is input (for example, "+5 V → -12 V") ?

Answer:

No, it cannot.
The 3-terminal regulator can output only a positive voltage when a positive voltage is input.
